Download ASh L1789 Rar BEST

After updating to 1.77.1.2 "Advancing Storm" update, I have run in to an issue which I had in 1.75 in that all of my decals that I have worked to unlock, as well as a majority of categories for nations decals and other categories like "week's latest" have disappeared. I tried to download the dldata.rar file linked in the previous thread for this same issue found here:
